The Ministry of Education would like to acknowledge the time, ideas, and feedback provided from the sector throughout this process. Contributions from principals, academics, Ministry of Education officials, and union and association representatives have been integral to the development of this paper. These contributions have been gathered through regional think tanks, reference group meetings, national hui, meetings with principals’ associations around the country, and both online and written consultation on the draft.

Regional think tanks were held in Auckland, Hamilton, Wellington, and Christchurch between November 2006 and March 2007.

Since April 2007, a reference group comprised of academics, Ministry of Education officials, school principals, and sector group representatives has met to provide advice and guidance. New Zealand Secondary Principals’ Council, New Zealand Education Institute, New Zealand Principals’ Federation, Secondary Principals Association of New Zealand, and New Zealand School Trustees’ Association are represented on this group.

A two-day National Leadership Hui with over 70 participants considered a possible draft paper in August 2007.
