Small school curriculum development and the workload of the principal

I am working as a school-based curriculum development advisor with quite a few small (e.g. 50 students) schools. It has become apparent that the principals with small staff numbers find it hard to get good discussion happening - especially when some staff are part time. These teaching principals are therefore struggling with either doing too much in their document themselves, or making limited progress (and getting stuck), along with all the other responsibilities and priorities of their job.
As a visitor I have been able to be a sounding board and can question and discuss various aspects of their curriculums. Any thoughts from people in similar situations? Any suggestions?
