Examples of school charters, plans, and reports
These examples show strategic plans, annual plans, and analysis of variance reports.
It is important to realise they are based on material from schools with experienced principals and senior managers who have been doing this for at least 2 years. Planning and reporting is seen by experienced principals and the Ministry of Education as a learning process, and you would not be expected to reach this standard with your first attempts.
Note: The long-term section of your 2012 charter must include your board’s aims, objectives, directions and priorities in relation to National Standards. The annually updated section must include all of these plus targets. Visit this link to find out more detail. Go to School Charters: incorporating National Standards.
Using the examples
We suggest you look at the example from Bush View School first. This example would not meet legislative requirements, nor would it be a useful contribution to improving teaching and learning. It is included to show you some things to avoid.
Blue Sky School's example of a strategic plan shows how the recommended framework has been developed into a working strategic plan that focuses on improving teaching and learning.
If you are new to planning and reporting, you are recommended to look first at the examples from West Road School and Tui Valley School. These show different levels of annual planning, from one that is intended to implement a broad charter goal for literacy, to others that focus on specific literacy targets.
These examples also illustrate how one year's planning and the analysis of variance leads into the next year's targets and planning. The Tui Valley School example shows a similar process for numeracy targets.
The examples from Bright River School and North High are more sophisticated and illustrate the use of a range of targets, with different formats for the analysis of variance, as well as how the process develops from year to year.
Bush View School annual plan (poor) (PDF 302 kB)
This is a poor example of a charter and annual plan, and would not meet legislative requirements.
Blue Sky (PDF 221 kB)
Blue Sky
A strategic plan that uses the National Administration Guidelines (NAGs) as a framework.
Big Tree School (PDF 198 kB)
A section of a completed annual plan, which focuses on three actions to develop literacy but does not address specific targets.
West Road School annual plan (good) (PDF 279 kB)
A section of an annual plan that addresses a specific target – how the analysis of variance leads to further targets – and provides a basis for the subsequent year's planning.
Tui Valley School annual plan (PDF 246 kB)
This example deals with the implementation of the Numeracy Project in a full primary school.
Bright River School annual plan (PDF 350 kB)
This example shows how, over a 2-year period, a large primary school reported on its strategic goals to resource and improve the achievement of groups of students identified with reference to NAG 1.
North High School annual plan (PDF 139 kB)
This example focuses on a broadly stated charter goal, and shows how achievement data and the analysis of variance has informed future planning.
TKKM o Maunga Teitei (PDF 91 kB)
A charter plus literacy and numeracy targets from a kura kaupapa Māori.
Allom Bay District School (PDF 168 kB)
A summary report written specifically for the community about the school's achievement of its vision statement and key strategic goals. An accompanying letter refers to more detailed reports that are distributed or made available on request.
