He kākano: culturally responsive leadership

He Kākano is a significant new in-depth professional learning programme for secondary and area school leadership teams. The programme focuses on growing culturally responsive pedagogical school leadership – leadership that actively takes account of the culture of Māori learners to build relationships that result in achievement success.

In partnership, the University of Waikato and Te Whare Wananga o Awanuiarangi have been contracted to provide He Kakano to 100 secondary schools across the country. Professor Russell Bishop is directing the programme and Paora Howe and Hine Waitere are the programme managers. A team of regional coordinators who will provide support to schools and regional clusters is being established. This team will in turn be supported by a wider group from the two partnering organisations to ensure schools have access to a range of practical, academic and research expertise.

The He Kākano team is undertaking school orientation visits to all participating schools through August and senior leadership teams will attend the first wānanga in the Wellington region in Week 6, Term 3, 2010.

About He Kākano

In Budget 2009 government announced funding to help secondary and area school leadership teams to improve the achievement of Māori learners in their schools.

The key project under this funding is He Kākano, a major new professional learning programme. He Kākano is a school-based professional learning programme aimed at area and secondary school leaders.

The programme will be implemented in approximately 100 secondary and area schools over the next three years (to December 2012). It will enable professional leaders, teachers and their schools to gather, interpret and use a range of data to develop a comprehensive profile of their Māori learners. This profile will be the basis for setting targets and establishing tailored leadership, teacher and learner plans for improvement.

The programme will strengthen pedagogical leadership and teachers’ capability to:

  • analyse their leadership and wider school capability to lead and implement culturally responsive pedagogical leadership practices and school processes (including governance) that build Māori achievement success
  • lead and manage change within their professional practices that responds to the needs of culturally located Māori learners
  • build relationships, partnerships and networks that include whānau, hapu and iwi to support ongoing improvement in leadership, teacher, learner and school performance.
  • gather, interpret and use a range of data and other evidence to develop a comprehensive profile of their Māori learners’ achievements
  • establish targets and tailored plans for sustainable improvement in the schools’ performance for and with Māori learners

Participants in the programme will be involved in a mix of intensive cultural and professional learning and also ongoing mentoring and coaching support.
