Professional Supervision for Principals: Analysis of current issues and options

by David Eddy, Carol Cardno, and Constance Chai

Overview

This report is an analysis of professional supervision for New Zealand primary and secondary principals, arising from an agreement reached in settlement between the Ministry of Education and each of the PPTA and NZEI in the primary and secondary principals’ collective agreements (2007).

The report provides information about current practice and future options related to provision of ‘professional supervision’ for New Zealand principals.

The researchers undertook a literature review and document search; gathered data through an electronic survey questionnaire and focus group interviews with principals; took into account the two target groups of primary and secondary school principals; gathered data through interviews with the representatives of the three organisations most closely involved in the collective agreements' negotiations; took into account the board of trustees' interest as the employers of principals; and, where possible, analysed and reported the findings as they relate to primary and secondary principals separately.
